
Section 1. The fiscal year for the Association shall run from June 1 through May 31.
ARTICLE II - MEMBERSHIP DUES
Section 1. The Executive Board recommends changes in membership dues subject to the membership' s approval.
Section 2. The Executive Board may grant honorary memberships.
ARTICLE III - DUTIES OF THE OFFICERS
Section 1. PRESIDENT - The President shall preside at all meetings and shall carry out the instructions of the Executive Board. It shall be the duty of the President to appoint committee chairpersons and instruct them in matters pertaining to their respective responsibilities and to turn over to the incoming President all files relating to official plans and activities.
Section 2. VICE-PRESIDENT - The Vice-President shall assist the President by carrying out a variety of duties as assigned by the President. The time as Vice- President is intended to be preparation for being President. The assignments should provide experiences which will serve this end such as representing RIEMA at conferences, workshops, state and regional committee meetings as well as attendance at meetings of RIEMA committees. The Vice-President shall assume the duties of the President in the absence of the latter.
Section 3. SECRETARY - The Secretary shall be responsible for the
following duties:
A. Keeping accurate notes of all regular meetings of the association
and meetings of the Executive Board.
B. Prepare the annual report to the members which shall be
presented at the Annual Meeting.
Section 4. TREASURER - The Treasurer shall be responsible for the
following duties:
A. Keep a record of all receipts and expenditures of the Association
and keep funds in bank accounts in a place and manner approved by
the Executive Board.
B. Make all disbursements as approved by the President and
the Executive Board. The Treasurer and/or the President
may sign checks.
C. Prepare a written annual financial report to be presented
to the members of the Association at the Annual Meeting.
D. Submit a monthly statement to the President.
ARTICLE IV - QUORUM
A quorum shall consist of 10 percent of the membership of the Association.
ARTICLE V - SCHOLARSHIPS, AWARDS AND SPECIAL FUNDS
Section 1. The Tougas Scholarship Fund shall be the responsibility
of the Association and shall be administered according to the established
Tougas Scholarship By-Laws.
Section 2. The Executive Board may establish other awards
and/or scholarships.
Section 3. Special Funds shall be administered by the Executive Board in accordance with the provisions which accompany the granting of funds.
ARTICLE VI - AMENDMENTS TO THE CONSTITUTION
Section 1. This Constitution may be amended at any regular meeting of the Association by a two-thirds vote of the attending membership providing that such amendments shall have been submitted in writing to the President before the next general meeting and read to the members assembled and distributed by mail to the members. The Constitution may also be amended by a mail vote. At the discretion of the Rhode Island Educational Media Associationís Executive Board, an amendment may be submitted to the membership by mail with a post card return ballot. Two-thirds vote of the returned ballots is required for passage.
