Annual census of handicapped children.
The school committee of every city and town shall annually ascertain, under regulations prescribed by the state board of regents for elementary and secondary education, in cooperation with the directors of human services and mental health, retardation, and hospitals, the number of children in the town or city of school age and resident therein who are physically, emotionally, or mentally handicapped.
