RI Gen. Laws §16-45-1
Establishment Maintenance.
The board of regents for elementary and secondary education is hereby authorized and empowered to establish and maintain regional schools for vocational and technological training and instruction with such equipment, apparatus, books, and supplies as shall be necessary for instruction and for proper maintenance of the schools, and for these purposes the department of elementary and secondary education shall appoint and remove necessary instructors, teachers, and other employees, determine their compensation, fix the standards and terms upon which students shall be received and instructed therein and discharged therefrom, and make all rules and regulations necessary for the control, management, and operation of the schools.
